Default win98 bootlog.txt question

the scenario is:

intermittantly win98 will stall during boot returning the following
exception error:

"An exception has occurred OD at 0028:FFO15E73 in VxD ks (05) + 0000
1E13. This was called from 0028:C000358F in VxD VMM (01) +0000258F. It
may be possible to continue normally."

the system is locked and cannot proceed unless reset...
system subsequently reboots into safe mode then boots normally

is the bootlog file written on every boot?
if so how do you get a reading from the failed boot under the above
scenario?

VMM virtual memory manager could be faulty ram or are you running out of disk space? Is windows taking care of your virtual memory?
The bootlog is written at each boot.
after next boot its named bootlog.prv previous
