Default Radeon 3800 series on Win7

System is Windows 7 pro 64 bit 4 core 8G ram and using Adobe Lightroom
plus CS4 and other photo edit software
When opening Lightroom the initial view is white with a border then in a
couple of seconds the specifics of the software displays.
Occasionally, there are aero like white outs as processes are done in
this Lightroom raw processor.

Similarily, when copying or moving raw files from the built-in USB card
reader to the hard drive using an image browser (Faststone Image Viewer
or Xnview) the transfer dialogue box goes white and eventually just as
the images actually move to the hard drive text and contents display in
this box. The message 'software not responding' will display across the
top of the windows explorer menu bar intermittently.

Is this a video board issue or just the particular software not
operating with best behaviour?
