Why this difference in sectors in the ATIP between the time and LBA?

An example (but it happens always):

Disc Manufacturer: Fornet International Pte Ltd.
Reflective layer: Dye (Long strategy; e.g. Cyanine, Azo etc.)
Media type: CD-Recordable
Recording Speeds: min. unknown - max. unknown
nominal Capacity: 658.30MB (74m 56s 00f / LBA: 337050)
-----

74:56 minutes, 4496 seconds, 4496*75 sectors, 337200 sectors, LBA says
337050, 150 sectors of difference (2 seconds, 300 KB), why?

Cause LBA 0 is at 00:02:00.

00:00:00 to 00:01:74 is track 1, index 0.
00:02:00 is the first possible position for track 1, index 1.

LBA 0 is the point of track 1, index 1.
