Default Fujitsu MPG3204AT, 20GB drive will not POST, WHY?

I've been trying to get this drive to be recognized by my Biostar board. It
will hang the POST showing nothing when connected to the PRImary IDE
controller as MASTER. If it's on the SECondary IDE the POST will progress
fine, and the system goes on and identifies the drives... Any thoughts?

I'm surprised that your Fujitsu MPG is still working! Every single one that
my company installed has now failed. These drives use a Cirrus Logic Arm
chip that the maker encapsulated in a wrong type of epoxy resin. It becomes
conductive over time shorting out the chip. There are law suites going on
all over the world against Fujitsu because of it.

The partition is not set active and/or the jumpers are incorrectly set.
