Power problem Presario 7477

Hi,

Would appreciate any pointers on this problem and also have a question
about the Mother Board.

Problem

Connect power plug.
Fans spin up and turn off after approx 3 seconds.
This is without pressing power button. I think this is suspicious.

If power button is now pressed nothing happens.

I can short ATX power plug pin 14 to ground and power comes on.
All voltages check out ok.
Monitor displays 'Compaq' banner. Machine does not boot.

I have removed all connectors (except power and power switch), removed
DIMM and PCI card. Symptoms always the same.

Have reset CMOS and checked battery (3v)

Looks like power up circuitry of motherboard to me. (??!!)

Part number from Compaq site is 202400-001.
Board is marked PWA-PWA-Camaro.

Is there an ATX substitute available that will fit, or is this a Compaq
part only. It has Socket 7, 2 x DIMM and 4 x PCI
