Default Slow mouse and keyboard with PCI video card

Anyone encounter this before?

I put in a 2nd video card in an editing system (Asus A7V333, RT2000, W2K),
the card is a PCI Matrox Millenium II

When I installed it, and the system made use of it (I could move my mouse
over to the other monitor) everything was fine. But when I re-booted, the
mouse and keyboard were very slow to respond.

Could this be an IRQ issue? I don't have any good diagnostic software on
that machine (I try and keep it as clean as possible).

I had this card going in my Net surfing box along with an ATI AIW 32 Pro AGP
and had no problem at all.
