Default slow down ethernet in widows

Hello!!

Im looking for solution to slow down ethernet conneciton in windows maybe
program or sometnigh else? From 100mbit to 1 mbit or 2 or 4 its possible?

Configure the ethernet adapter to run at 10 Mb/sec half duplex.
