PC not powering up properly

I have an Athlon 1.2 PC with a K7T Pro2-A mobo. It has a QuietPC 300w
psu. Recently, it has not been powering up properly. The fans start and
the disks spin, but there is no power to the monitor. I usually have to
switch the psu off at the back several times before it will power up
correctly. This problem has been getting worse over the past few weeks,
at first I only had to turn the psu power on and off once, but now it
takes many attempts before it will start. The power supply is about 3
months old, but I did have the same problem with the old psu as well. I
assume this is either a psu or motherboard issue. Does anyone have any
ideas what the problem could be please?

At a guess, I'd say the motherboard. After all, why should power be getting
to the fans and HDDs, yet not the monitor (via the video card)? Unless your
PSU isn't high powered enough to cope with all the components on your
system? That's another thought.

I don't think that QuietPC is known as junk, but it's possible that
the timing of its Power_Good signal to the computer is too fast or too
slow because having to turn the supply on and off to make it boot (can
you boot by just hitting the reset button?) is a sign of this. By
turning it on right away you make the Power_Good signal come on sooner
because the capacitors (both in the supply circuitry and the P_G
circuitry) don't have to be charged up as much. Some motherboards are
more particular about this signal's timing than others are.

I'd try reseating the power cables on the motherboard because a bit of
oxide can keep voltages down. It's possible that the power supply has
marginal filter capacitors that are causing P_G to come on too slowly,
although I doubt it.
