Default Question about a KinetiZ 7T MB from QDI

A friend of mine that I work with was having so many problems with his
OS and other software problems so I told him to format his machine.
After the OS was installed we couldn't get the modem to work properly
so I brought the computer down to my place and started to work on it
here and as soon as I plugged the computer in and flipped the power
supply switch, the power supply blew. I have just picked up a new
300w power supply and can't get the computer to power up. The
Heat-sink will run and I have a power & HDD Led light on but that's
about it, hard drives wont power up, the cd drives have the green LED
lights on them, but wont eject their trays, and I also have a red
hardware light on underneath the dimm slots and it wont go away. This
is the system he had/has

230w power supply (which blew and I changed it to a 300w)
An AMD 800 MHz athlon
64 MB Ram
Maxtor HD
Floppy
Sony CDRW
52x CDrom
56k Modem
10/100 Nic
32MB 4x video

I have checked all the connections, all the hardware is properly
seated etc. I believe that the system was over worked and
underpowered, when the power supply blew, would it have fried the MB
too?? or any ideas on what could be causing the problem???
