You're in luck. The very best one is free. It's called Exact Audio Copy and is
available he

http://www.exactaudiocopy.de/

EAC is a super CD ripper and MP3 encoding program as well as being able to
convert MP3s to waves. If you need an MP3 codec to be used with EAC, you can
get the latest LAME he

http://mitiok.cjb.net/

WinAmp can also convert MP3s to waves, but it's not as good as EAC.

I'm afraid you're a bit off; the request was for MP3 to WAV. EAC is the
best ripper, but it won't do what the OP is asking.

Any modern audio editor will open an MP3 and save it as WAV. LAME
(particularly with a shell such as RazorLAME) will decompress quickly
and well. AudioActive has a free decompressor which I've not used for
years but ran well when when I needed it back in NT4 days.

Of course it will. I do it all the time. Under Tools, select Decompress...
Navigate to the .mp3 file(s) you want to convert, select them and choose a
location and name (if you want to use a different location and file name;
otherwise it saves to the same folder and the name will be the same, but with a
..wav extension). When you hit the Save button, the conversion procedure starts.

Of course, the mp3 codec must be installed.

Exactly. It worked perfectly for decoding MP3 to wav.
Thanks again

I like the command line LAME codec, available from many places,
including

http://mitiok.cjb.net/

along with the Windows GUI front end, Razorlame:
