Default DeskPro 6000 Configuring HD

I'm trying to configure a DeskPro 6000 (Pentium Pro 200) but can't
seem to get it to create the Diagnostic Partition.

I boot with the Setup disks (1 & 2) and it sees the hard drive fine.
I do a Save and Exit and then boot with the Diagnostic disk to Create
a Diagnostic Partition and all i get is an error saying the Disk is
Locked or there's a problem with hard drive.

Tried 2 different drives, a 1.0 GB and a 1.2 GB drive... same result.

What am i doing wrong?
