Default Fan on Presario 2500

I have a notebook COmpaq Presario 2500 and ever since I bought it the fan is
running all the time. I can understand that when I'm working with many
applications at the same time but all I have to do is to start it up and the
fan starts. The machine has two fans and one of them is running all the time
and the other one is running as soon as I start Photoshop or similar
application.

Is this really normal? That is what they say at me when I call the helpdesk
since I have 512 Ram etc. Someone who knows something about this?
