Can you actually translate that last sentence into something meaningful? I
sure as hell can't. In fact I'd say the entire "answer" is bogus...

1) Use either kind of standoff - which in terms of my original question, agrees with your answer: use metal.
2) Make sure solder tails do not touch the mounting plate. As always.
3) 'isolating material' -- don't know or care what this means in view of 1).

The last few motherboards (Intel 845s and 865s and Gigabyte) I have installed have used brass(?) standoffs in the case, and have not needed washers of any kind, just the screws through the 'ringed' hole into the standoff.

Proceed with caution when adding this to your great internal knowledge
data store! While your particular model motherboard may work just fine
with either conductive metal stand-offs or plastic insulating
stand-offs. I have seen some Intel motherboard models (and I've built
literally hundreds) that will operate very erratically or not at all
when mounted with plastic or non-brass standoffs. And believe me, it
can be an extremely aggrivating problem to troubleshoot as it's not
typically something you consider to be "broken" or "working", most
people look at standoffs as something that "just is". I'm sure this
would apply to all the other motherboard OEMs out there too, not just
Intel.
