I supposed you need very high current and voltage....

Battery powered devices that create small amounts of plasma are quite
possible. Off the top of my head I'm coming up with 5 of them I own
and I won't swear there aren't more. Namely, camera flashes.

They have high current and voltage, just for a very short period of
time.
