One thing I didn't suspect about and check was Intel Speedstep and C-states.

Well, the boot loop was not fixed. I now flashed the BIOS back to 1.0
from 1.20.

Default [SOLVED] New build boot loop problem....

OK, all my guesses were wrong. Seemed that there was something to do
with the motherboard, the i/o shield, and the chassis. I dissembled and
assembled the whole PC, putting a piece of paper under the motherboard.
That seemed to fix the boot loop problem.

BUT....

The boots in the boot loop happened randomly. It's not like as there was
a short-circuit that caused an instant, reproducible problem. That's
something I didn't understand.
