Default win98se shutdown hangs at blank screen/blinking cursor

Situation is this -

Old computer was running Windows 98 (first edition) with no problems.
Recently replaced OS with Windows 98 Second Edition.
Now computer cannot be shutdown. After clicking to shutdown, I get none
of the normal screens like "windows is shutting down" etc. - All I get
is a blank screen with the blinking cursor in top left corner. The
computer has hung at this point and needs to be switched off at the
power button.
The computer will still restart OK.
The problem appears to be the video driver is incompatible with Windows
98 Second Edition. I worked this out because if I remove the video
driver and replace it with standard VGA driver, the computer will then
shut down normally.
Installing the most current Windows 98 driver (Support from manufacturer
for this video card ended March 2005) does not fix the problem.
I found some patch on Microsoft's website for shutdown problems in
Windows 98 Second Edition

This does nothing to change the problem.

The video card is an Nvidia Riva TNT2 M64.
Motherboard is a Lucky Star 6ABX2V - This Taiwan manufacturer abandoned
the motherboard making business some years ago and no longer offers any
support at all for this product, and now deals only with web hosting as
far as I can tell (the site is non-english), so no help with new
motherboard drivers.
The Award BIOS is updated to the current version.
CPU is 400MHz Pentium II slot 1.
There is 320Mb RAM.

Anyone know how or if this can be fixed?

This is almost certainly a chipset driver issue. Your best course of
action is probably to take a good look at the motherboard and try to
identify any 'Northbridge/Southbridge' type chips and look for their
generic driver equivalents.

Just doing a quick Google, I find that the Lucky Star 6ABX2V is some
kind of 440BX based board or compatible (ALI chipset?). Those shouldn't
need drivers at all from what I remember, but if it was a 3rd party BX
(non-Intel), you never know.

That's an Intel 440BX board. The last chipset drivers supporting 440BX were
released in 2001, available from Intel:

I recall this problem was around and there was an update from MS that
addressed the issue. You might make sure it has all the service packs.

I don't remember the exact cause but I do remember it happening.

I tried that Intel chipset driver - no change. I also found a newer
(2002) set on the Intel site for my board. That didn't work either.

The first thing to try in a case like this is to disable the "Fast
Shutdown" feature. Read about it here

For Win 98 SE there's "Shutdown Supplement"

http://support.microsoft.com/kb/239887/EN-US/

which is an alternative solution for most problems that fit your
description.
