Default any low-latency DRAM without overclocking?

I was looking for some reduced latency DDR2. One example being Kingston HyperX,
but I find it needs 2.3 volts to achieve the 800CL3 claim, i.e. it is an overclocked
setup. I think with half a volt extra, the life might suffer a bit.
I looked for some others, and they also required the extra voltage.
Is it possible to get a cycle less latency, just by cherry picking chips without
cranking up the volts?

For a matched kit of DDR2-800 CAS4, you're looking at 2.0 volts applied
instead of stock 1.8V. And getting CAS3 would naturally require more.

Sometimes the RAM will be better than its specs, so you might not even
need the full 2.0 volts. It's hard to guess where the "center" of the
process is, by looking at the products for sale. The "voltage curve"
in that Kingston table, likely hasn't changed from the day DDR2 was
introduced.

I picked up some HyperX PC3200 at a computer flea market.
The 256 MB module runs at 400 and 2-2-2-6 timing with 0.1 volt extra.
But the 512 MB module is even better: 2-2-2-5 at standard voltage.
So it was possible to get low-latency without high voltage for DDR, but apparently
not DDR2.
