Old Vostro AC Adapters

After a series of odd power hits, the UPS played
safe or got confused enough to shut off power on
its output a couple of times.

This in turn caused an old Vostro 1500 ac adapter
to shut down.

In this mode, when power returns, the adapter does
not power up. Naturally the laptop then runs the
battery down and shuts off, and when you come home
everything is quiet.

The adapter is not broken, though. If you remove
power and power it back up, it works fine.

Apparently this behavior is built in, not a
breakdown. I guess the theory is that if the
power is erratic enough, it protects itself by
disconnecting until power is removed long enough
to reset some bit.
