If I start down through "Shop" and ask for a mini-tower with a 1TB
disk, there are no 9020 systems available.

If I start down through "Shop" and ask for a mini-tower I can find a
9020 with a 500GB disk, but if I start down the order process there is
no option to change the disk size.

What is the trick to getting what I want?

You'll have to either chat with a rep or phone in the order. Dell has been limiting configurations available online more and more and I don't like it a bit!

Maybe buy the system with 500GB, buy a 1TB drive separately, then clone the 500GB drive? It would be interesting to know the price difference between systems with 500GB and with 1TB. Betcha Dell charges a large premium for what they now consider a custom build.
