Hotmail/Outlook accounts needs to be accessed periodically once every 60
days AFAIK. After 60 days, the accounts are suspended and after one
year the accounts are deleted and made available to other users.

Between 60 days and one year, you can resurrect your account but your
old emails are all deleted and gone forever. Effectively, you start afresh.

That's the problem with big numbers..Millions or tens of millions does
not have as much impact when it the user base is well over 100 millions.

Abandoned accounts disappear automatically after 1 yr of non-use first
deleting the data stored in the account (including OneDrive, Calendar,
Mail with subsequent account deletion freeing up the username for reuse.
- Some exceptions once deleted are no longer
available for reuse. Slightly different for deleted free/fee based msn
accounts, not available for use by the public, but available for reuse
only to fee based premium MSN accounts.

The volume of Hotmail type accounts (Outlook.com and Hotmail.com)
increased almost exponentially in the last few years. Of significance
is the lack of deprecation of Windows Live Messenger in China the
primary growth market. Pacific Basin, India, and Hispanic populations
follow even though Messenger is not directly available in those markets
long since replaced by MSFT accounts (new Hotmail, Outlook.com and
existing Live and Msn.com) with increasing Skype usage.

The world's actually a lot larger than one might expect. As
infrastructure improves as well as the inevitable o/s replacement (it
wont be long before Win7 is no longer available) using MSFT accounts
those abandoned even have less significance on the big picture.

That's not true at all. There is no 60 days to one year constraint.
There is a constraint if the new account is not used in the first month
after creation.

OTOH, they aren't as good as they were when I was 8 years old. I can't

I wondered about that, too. I don't know a single
person with a hotmail/live/outlook email account.
I know 2 or 3 with yahoo. And I probably know at
least 50 with gmail. It's got so bad that people seem
to almost equate gmail with email. I'm guessing that
outlook.com is mostly comprised of Office 365 users,
Win8 users who've been duped into getting a Microsoft
ID, and old hotmail accounts that are no longer used.
