Change S-Video Output on Radeon 9000 from PAL to NTSC

Default Change S-Video Output on Radeon 9000 from PAL to NTSC

I have an ATI Radeon 9000 128MB with DVI and S-Video out. I connected
the S-Video output to my TV and I get a black and white picture that
rolls with lines.

My TV is NTSC and using the catalyst software suite I found out that
the S-Video output is in PAL.

Is there any way to change my video card's S-Video output from PAL to
NTSC? There is no jumper on the card to do so. Is there a
software/flash method to do this?
