Is it cool or is it not utile to decrease the temp of a processor?

I use this utility and it actually does lower the temperature of your
processor by 10 degrees celcius, which in turn lowers case temp. It does
this during idle times, when the PC is waiting for a keypress, mouse to be
moved etc.
