I like the Aqarius III system myself.

Umm, it's not even close to the best. you DID read the article and note
that it's performance is worse than the best air-coolers? Of course the
air coolers would be louder, but, reduction of fan speed on air cooler
will quiet it down easily with a degree or two of same temp as the
Aquarius, so effectively it's just a neat-looking $250+ toy with no real
benefit.

Can you modify the water cooler to make it more affective be it louder
?

If by modify you mean replace it all, piece by piece, until the whole
thing is changed except the (then still $250) front display, then yes, but
it then costs ~$400 total.

If you mean just swapping in a higher rpm fan, no, it'd only help a couple
degrees if that.
