Scanner won't work alone

I went to scan some more picture & got a message that the scanner was
being used by some other application. I think that Photo Shop Elements 5
might have somehow gotten hold of it ,since it was the most recently
installed photo application. I have used other photo editing
applications in the past but never had this problem. I have looked at
preferences & can see my scanner listed but noway to let it work alone
or with some other application. Any ideas as to how to fix the problem?
The scanner is an Epson photo perfection 1660. I have rebooted

Three things to try:

1. Uninstall Photoshop Elements 5, Reboot computer, Install Elements 5.
That may fix the problem with the Twain interface of Photoshop.

2. Uninstall the scanner's TWAIN, reboot, Reinstall the scanner software.
Depending on the scanner, the uninstall is either an item on the
installation CDs menu or in the scanners start menu or in Windows Add/Remove
Programs.

3. Do both.
