Default Windows 8 firewall, ask permission when program connects?

Is there an easy way to force windows 8 to ask for permission
whenever a program tries to connect to the Internet, just like with
zone alarm?

Windows 8 isn't that smart. Try using the program and pray that it
allows or warns. If not, google on how to do it.
