Default SATA and hot awap

Does anyone know if SATA drives can be hot swapped in an NT4 environment? If
not there, Windows Server 2003? How about using a PCI plug in hardware
controller - would that do it? I see a lot of the RAID controllers don't
support NT4, but a few do. I don't need RAID right now, but If I could hot
swap drives I'd get the controller.
