Default Use 256meg Memory Get Errors, Why?

Have a Biostar M6TZF motherboard that is supposed to handle up to 256meg
of memory. It works fine with 128meg of memory but when I put in a
second piece for a total of 256meg I see problems even though the memory
tests out ok in Diagnostics and in the BIOS.

The problems are noticed when installing software from the CD-Drive. When
installing a Microsoft Operating System I see the message: "Setup was
unable to copy the file ...." everytime I try to install the operating
system.
Go back to 128meg of memory and it is fine with the same installation
software.

Are there settings in the BIOS that could possibly solve the problem so I
could use 256meg in this system? Has this been seen before by others?

What diagnositic did you use? Some aren't very good.

Have you tried the new piece on its own? Or swapped their position?
Does the problem occur then?

How many sides are on each piece? Some boards may have two slots but
doesn't work very well if both slots have double sided RAM.
