Default bios loads, cpu is there, mem checks and... nothing

I am troubleshooting a friend's computer and something weird happens.
The computer starts, discovers the processor, checks the memory and...
nothing. Doesn't go pass the startup screen, and does not let me enter
the bios setup.

The computer is an old Shuttle SV24. There is absolutely nothing
plugged in at the moment. No CD, no HD, nothing (just trying to enter
the setup. BTW, I also tried it w/ HD plugged in). I am running it w/
one PC100 stick of 256 MBs (which I know works) (according to
my research, this POS runs w/ either PC100 or PC133, the cpu is an
intel p3 sl45w, bus=100MhZ). It's not the processor, I pulled from a
working system.
Any clues?

Sound like maybe someone boogered the BIOS flash. You could try another
video card just in case and make sure you press and hold the BIOS access
key continuously till you are in the setup screen.

bios? you think? I saw some wrongly-flashed bios before, and the bios
wouldn't even load. The cpu wouldn't be found, the memory wouldn't
check, etc. you really think it could be the bios?

Yep. Seen it a few times where the floppy and ide controller got trashed
and thats as far as the bios would go. No boot period. One was a laptop,
went bye bye.
