How2 Boot New OS Install From CD?

Using Nero 5.5.5.2 OEM via Windows 2000

I have to learn how to take a Windows OS distributed via DVD and
burn the OS distribution to a CD to enable me to boot from the CD
and run setup so the Windows OS can be installed on a new hard drive.

I hope somebody can direct me to a resource documenting this procedure
that they found to be easy to read and understand (not to mention a
procedure that actually works) or recommend an application somebody has
developed that can be used to make this task simple and easy for Windows
2000 platforms and later.
