Default Help please - Internet Explorer unique problem - address toolbar won't function

Running IE ver 6 in Dell 8200. I can't get the address toolbar to function.
The /view/toolbars/address is checked and there is a small "address" block
next to the "links" section on the right side of the Google toolbar but
there is no arrow of other item to click. In my other Dell 4600 computer
with the same Google toolbar, the address toolbar functions showing the
current URL.

Right click in the area of the address bar, links, etc in internet explorer.
there should be an option called "lock the tool bar." make sure that is
unchecked. now, move the mouse over the vertical line immediately to the
left of the word Address. you should get a four point arrow eventually.
now, click and drag the address bar so you can access it as you please.
