Default stupid PC needs reset to boot

I have an old Core 2 PC, which I have been keeping because it has
a software package that can't be transferred to another machine.
Now when I turn it on, just hear the DVD drive grunt. No beep, no
monitor, no keyboard lights.
But if I then hit reset button, behold it will boot okay.
Tried removing CMOS battery and setting up BIOS again - no effect.
Looks like another case where some transistor has died and stops
it booting when powered up.
