Making a Hard-Wired Dvorak Keyboard.

I'm interested in making a "hard-wired" Dvorak keyboard. I'm
thinking it's just a matter of altering the keyboards bios and would
be the same a changing the language of the keyboard. If possible I
would like this keyboard to be able to switch between Dvorak and
QWERTY. (Perhaps by pressing Scroll Lock) I'm not sure how to get
started I would appreciate any help.

You may be thinking about this the wrong way. When you press the 'q'
key, the keyboard doesn't send a 'q', it sends a code that the operating
system interprets. You can certainly alter the keyboard to do otherwise,
but I feel like you're just thinking about it the wrong way.

I do believe there are keyboards that are completely reprogramable, but
they're pretty expensive.
