Default LCD Monitor in Power Save During Boot

My friend has a Sony SDM-HS73 lcd monitor, and is now running Windows
XP Home on an older tower. It worked fine yesterday, but he replaced
the power strip. Now, the monitor just goes to power save. He says
the tower isn't completing the boot processe based on the LED at the
front, but I find that hard to believe. Any thoughts would be
appreciated.
