Is it a CRT type or an LCD type?

As JAD suggested, check interconnect cables first. If there are no
problems in that area, the symptom you describe is indicative of a 'high
voltage' supply problem to the CRT or intermittent trouble with one or
more of the color guns (RGB) in the CRT itself. In any case it will
require the services of a technician. Both problems are quite common in
lower end color CRT type monitors.
Personally, If the trouble is not outside the case, I would toss the thing
and buy a new monitor. Repairing the types of problem(s) described will
probably be as or more expensive than the purchase of a new unit.
