Default Compaq Armada 1598DMT boot problem

I'm trying to reinstall Windows on this old Compaq Armada 1598DMT.
The install went fine until the final boot when all I got was a blinking
cursor.

I rebooted into safe mode okay.
Everything looked good except the video drivers were not a match for the
machine.
So, I installed the correct drivers and rebooted.

I still can only get into safe mode.
Anyone have a possible solution to this problem?
