Default Questions about Compaq Win 95 CDs

I have some Compaq Windows 95 OEM CDs that say only for use with
System Restore CD. Looking at the 95 CD, it contains the same files in some
directories, but in other cases a .cex is appended to the filename.

For whom would these be of any value?
For example, would someone with the same Compaq model be able to use these, or is
it only usable on the same computer, or can these be used with any Compaq?

Could the CD be used if you didn't have Win95 initially on your computer, or is
the restore CD set beforehand with the specific OS and programs to install?

Can the .cex files be converted back to the equivalent files on the Win 95 CD?

Sounds like Win 95 Companion CDs.
Doubtful value since very few folks use Win 95 anymore.

Well the company I work for has 95 in most of the machines.
Except for engineering that have NT.
All on a large network.
