Default 865GBF CPU fan running 4500-5000 rpm

I have a 865GBF which runs fine, but on my brother's 865GBF the CPU Fan runs
between 4500-5000 almost all the time. It did run at 5200 and I reseated it
with new thermal grease and a new fan. Plus I added two extra case fans.
Any know issues with this Motherboard for bad processors or overheating?
