Compaq notebooks have a history of this type of problem. One
solution, from Compaq for the 1200 series (from memory!) is to
remove the battery, remove the AC adapter, hold the power button
down for one minute. Replace the AC adapter only, and try the power
button again.

You might also search the Compaq site for all docs relating to your
model.
