and nothing suspect seems to be running...
i am now thinking i need to reformat and reinstall, which i clearly
want to avoid if possible....
does anybody know how i can fix this problem?

If it's XP I would make sure the inbuilt firewall is on, download adaware
or spybotsd and scan for any nasties that it knows about, also get some
AV installed, Avast is quite good and free, or as a bare minimum do an
online scan at housecall.antivirus.com

When you get the "page not found" errors, do you get connectivity through
other programs? Can you traceroute/ping, do lookups work using nslookup
or is it solely an Internet Explorer problem?
