Sure with Linux,

but using a 2U rackmount, sata raid controller (Linux supported) and 4
sata 250Gb HDD with RAID5 support....

Nowhere did the poster say anything about uptime or performance
requirements, simply the capability. The posters requirements can be
met for under $1k, just not like you described.
