How have you concluded this ?

Has the BIOS been set for "Hot Plug: Enabled"
on the port ?

If so, plugging it in, should be recognized.

If for any reason, the power adapter was defective,
and not enough energy to spin the platters, that
might give the same symptoms. Feel or listen for
movement in the casing, that it has been given
a fair chance to work.
