Theres a few resellers that specialise in these sorts of components
including http://www.quietpc.com. From experience most cases are fine
(though some cheap cases can cause intense noise, and virtually no cooling).
Quiet components I've used and can recommend a Zalman 7000AlCu HSF,
Samsung Spinpoint and Seagate drives (new ones with FDB - Fluid bearings),
and Antec or Globalwin PSUs
