I'm just rephrasing what you've written. If its not a surcharge, but an
inspection service, then it doesn't matter who are doing it; you're
entitled to find the cheapest provider or do it yourself for nothing.
The company is then implying that all their laptops should satisfy the
result of this 'inspection service'.
