How about a more intelligent and smart mobile network based NOT on
ground stations but something like the Bit-Torrent protocol....

You can rn whatever you want over the top of the radio and backhaul
system.

But if the mobile network cannot locate your device and figure out
which cell you are in, then there isnt going to much traffic
arriving...
