Happy Hippo's suggestion to use a hair dryer is the best solution, but
you can also mix in a tiny bit of compatible oil. With most thermal
pastes that would be silicone oil, available where plastic rain
gutters are sold (used to lubricate gaskets between sections), but
silicone spray will also work (spray it in a cup, not directly on the
thermal paste or you'll get too much on it).
Non-silicone thermal paste uses ester synthetic oil, but I don't know
how you can buy a small quantity for less than what a tube of Radio
Shack transistor heatsink grease (actually quite good, silicone based)
would cost.
