Disabling hardware acceleration
I am not using Vista, but try running "DXDIAG", there might be a possibilty
to disable DirectDraw and Direct3D acceleration.
Just a guess

Sorry, I missed the AGP part! Your choice of the 2600XT would likley be
the best/perfromance ATI value for you. If you're willing to go Nvidia,
they make a 7800GS and 7900GS AGP that...
