Quiet 24-port gigabit switch?
Can't answer your question directly but if you operate it with the
case/cover removed you probably can run it safely with the fan disabled.

Perhaps a batch (.bat) file would do it (type filename lpt1:) or
something similar, depending on whether your printer is parallel, usb,

Print Server query
Not sure but I think the problem lies in the fact that the PC has to
discover the printer as it is booting up. If the printer is off, the PC
booting up doesn't see it and (perhaps) can't send to it...
