When you 'reinstalled' your pc, did you install all the motherboard drivers
first? These could include chipset, on-board sound, on-board video, etc...
Have you installed newest drivers for all...

Driver for ati 4870.
? There is also a "hotfix" for 10.9 that applies to a 4870. 10.9 was made
available on ATI's web site a few days ago.
Steam will update ATI drivers now. They added that in the last update.

I just ran Borderlands Steam version on my W7 64, 4870X2, 8Gb mem, and Intel
Q9650 quad core. It is at 1900x1200 on a 24" widescreen. It worked fine.

Have you emptied your C- Windows- Temp folder and run a defrag and system
diskcheck recently? It just might be clutter on your machine gathering up
over time? Just a guess, and those are easy to do...
