HP printer re scanning

HP PSC 1317 All in one

When I press the button to scan a document the green light flashes on and
off but then stops and it doesnt scan. I can get it to work by going in to

getting the correct size of print

I am trying to print a picture for a keyring fob but the sizes are not
correct, this is what I am doing.....

I have edited the picture on photoshop to 3.2 x 8.0 cm
I then place the pic in excel...

I am looking for a glossy or matt photographic type paper for printing on, I
dont know how you measure these things but as a guide I am looking for
something which is only as thick as normal...
