Will platters from a 400GB HD work on a 300GB HD?

Given that the bearings runout must be less than 1 micrometer, it should be
next to impossible to re-center platters with such precision.

The issue is to make BIOS to see the drive the same way as Windows driver
sees it. If they don't, it won't start on the first boot.

On my machine (ASUS mainboard) USB2 peripherals tend to go through perpetual
port cycle, if plugged to certain ports. In one port, they just detect as
USB 1.1, which I use now.

This looks very much USB2 physical layer issues, not OS issues. Some systems
and devices have very unreliable USB 2 communication because of board
layout, particular chipset signl tolerance, etc....

External SATA (E-SATA) hot pluggabability?

For a device to show in "Safely remove" list, its driver (or its controller
driver) should mark it as "Removeable". My guess is that an existing driver
for your on-board SATA controller doesn't...
